Much of the problem is preventable if the causes and cycles of behavior resulting in misfortune   is attacked and broken.

(PAAC) primary focus is attacking the causes, and breaking behavioral cycles that lead to misfortune  and abuse of  children, families and the elderly , through deprivation or violation of constitutional rights, sexual exploitation, domestic violence,  separation, neglect and other abuses brought upon them by stresses and lack of legal and financial resources and higher education for developing the necessary skills to achieve advantages enjoyed by those in society that are not misfortunate.

As a fund raising and research organization our function is to direct funds and resources for research into causes that lead to and perpetuate cycles of misfortunate behavior and the impact on children and America's future.

We are dedicated to work with and assist support agencies and other organizations that meet and maintain (PAAC)  standards and methods proven to be most affective in b reaking these behavioral cycles.

In order to break the cycles that lead to misfortune and abuses of these children, by not addressing the causes and breaking the cycles that lead to misfortunate behavior, ineffective policies, procedures, statutes, methods, and the personnel which have enabled said behavior  to continue for generations, has resulted in the waste of taxpayer resources and positive contribution to the economic stability, and national security for the American community as a whole.

Further, we believe that ongoing research will establish, that sound investment into the misfortunate population as a vital resource for America's future is in the best interest of all Americans, despite societal differences in religious, ethnic, political, cultural or financial status;

That, by identifying causes that lead to and perpetuate misfortune and working together for a common purpose to strengthen America's productivity and economic stability through investing in 'our neighbors' welfare and security despite all differences , is a sound investment for all Americans' future and security;

And that, rather than the sole responsibility of government, investment in America's future should be a function of the people in partnership with government.
